Our Vision

Through a combined partnership reduce the gap in crime, fear of crime and anti-social behaviour rates to bring the New Deal area within Borough and National averages.


Our Strategic Objectives
  1. To provide a visible additional police service which will to the fullest extent permitted by law augment or enhance the existing police service generally and any other service provided by the WMPS to the Borough under the Policing Plan.
  2. To provide a reassurance which will address community concerns about the reduction of crime and disorder, anti-social behaviour and fear of crime within the New Deal area
  3. To provide long term solutions to reduce crime and disorder through a partnership approach in line with the Safer Walsall Borough Partnership (SWBP) Crime & Drugs Reduction Strategy 2005-2008.

Our targets for 2011
  • Reduce the fear of crime at night to national average
  • Reduce the level of young offenders to Walsall average
  • Reduce the criminal damage rate to the national average
  • Increase Class 'A' drug supply detection rate to the national average


Our Projects


Neighbourhood Policing - Mainstream

Neighbourhood Policing was introduced into Walsall by West Midlands on the 1st April 2006. It involved Walsall Borough being defined into easily locally identifiable neighbourhoods and a dedicated team of police officers posted to each neighbourhood to deliver policing at a local level. Neighbourhood Policing is over and above policing provided on an emergency basis. ND: NH became a Neighbourhood and the existing team of: 1 sergeant and 8 constables became the dedicated neighbourhood policing team. The team were joined by 2 mainstream Police Community Support Officers in January 2007. The ND: NH Neighbourhood Police team are located at the Blakenall Information Centre.


Early Impact On Crime Phase ll

This is the main crime and community safety theme project which provides additional police resources to the dedicated Neighbourhood Police Team through the funding of a field intelligence officer, a school based officer and an admin support officer and a quantity of funding to carry out overt and covert surveillance operations. The project follows on from its predecessor Early Impact On Crime, which ran for 3 years and achieved significant crime reduction in the area. This project is currently being subject of evaluation and is due to end in June 2007. There has been a further significant reduction in crime.


Neighbourhood Warden Project

This project supports the funding of a Warden Service on the area. They provide a non-confrontational role linking in to the crime reduction and community safety outcomes required for the area. The service consists of 6 Wardens located at the Blakenall Information Centre in an office next to the dedicated Neighbourhood Police team. The two teams work very closely together. There is exchange of information and a joint patrol strategy. This project underwent evaluation in June 2004. The project started in January 2003 and was due to end in March 2005. However it has subsequently been extended on a number of occasions to enable a clear picture to be established in relation to the future requirement of Warden schemes across the Borough and any additionally needed for the ND: NH area arising from the Borough's strategy. This project is on its final extension and will terminate in March 2008. During this final period of extension the project will be subject of further evaluation, specifically examining its impact on the area in light of the introduction of neighbourhood policing and the 2 dedicated Police Community Support Officers. This evaluation will assist in making decisions re the development of a new project to replace the Warden Service.


CCTV

This project provides revenue funding to operate a fully monitored CCTV system operated and managed by Walsall MBC for the High Street and surrounding areas. It provides surveillance and monitoring coverage of business premises, residential premises, local public spaces and roads in the commercial centre and main arterial route within the area.

The overall impact intended by this project is to reduce the level of crime and fear of crime to enhance the area as a viable local trading centre. Improving the security and reassurance to the public travelling through the area on public transport and reduce violent crime levels, criminal damage and anti-social behaviour, which will encourage people to continue trading in the area as well as attracting more people to shop.


Rapid Deployment Mobile CCTV

This is a brand new project only just being given approval in Dec and only in its initial stages of establishment. The project is the creation of a rapid deployment mobile CCTV system throughout the ND: NH area. It consists of 3 moveable CCTV cameras being positioned on separate lampposts at key locations on the footprint area. The cameras will be moved every 6 weeks to new locations. The positioning of the cameras will be to address areas suffering from high crime, anti-social behaviour and environmental crime. The project will be managed by the Local Authority CCTV Team. The positioning of the cameras will interrelate to the joint patrol strategy of the Warden Service and Neighbourhood Police team.


Crimebusters

A Crimebusters project is being implemented by the School Based police officer in partnership with WMBC Education Authority. It is aimed at integrating problem orientated policing through the use of the problem solving triangle. The aim of the project is to provide a vehicle which will directly engage and involve young people in the identification of issues affecting their quality of life and that of the community they live in as well as establishing local solutions to local problems. The project will take the form of delivered sessions in schools, culminating in a final assembly where the children will have opportunity to present their projects. This clearly links in to the good citizenship element of the school curriculum.


Domestic Violence

This is a project initially developed through the Health Theme focussing on supporting the victims of domestic violence, encouraging its reporting and developing strategies for people to become less likely to suffer. The project provides funding to Walsall Domestic Violence Forum to run a range of activities and interventions. Currently those activities include: a Crisis Intervention Service which targets advice and support to victims during incidents of domestic violence, a Schools Programme which educates children about domestic violence and assists them with advice, and finally a Perpetrators Programme which addresses offending behaviour. The project has developed and expanded to deliver across the whole Borough, subsequently drawing on other funding sources. It is of National and Regional significance in terms of best practice. It was subject to external evaluation during 2006 and was subsequently transferred to the Crime and Community Safety Theme to assist with information sharing and management.
